Verses distinguishing the refuges that are not safe from the one that is, in the translated printing.

When chanted
Chanted among the reflections; this is the translated printing.
Historical background

From page 193 the book prints its material a second time with a Thai rendering beneath each Pali line. This is one of those second printings. The book gives this printing no English title of its own, so the name used in the app is supplied.

เขมาเขมะ pairs the safe with the unsafe, and the verses are built on that contrast. They are among the most quoted lines in the canon on what refuge means.

Meaning and purpose

The observation is made without contempt: driven by fear, many people take as refuge mountains, forests, parks and tree shrines. The motive is named first, and it is fear rather than foolishness.

Then the verdict, stated flatly and three times over: that is no safe refuge, that is no supreme refuge; coming to that refuge one is not freed from all suffering. The claim is specific — not that such refuges do nothing, but that they do not free.

What is offered instead is not a better shrine but a way of seeing. Whoever has gone to the Buddha, the Dhamma and the Sangha as refuge sees with right wisdom the four noble truths — and the truths are then listed. The refuge turns out to consist in understanding something, which is why the verses can say the mountains do not work.
